For example I took this mazda:

First selected the inside of the weel with the pollygonnal lasso tool:

Make a layer via copy (layer->new->layer via copy) and move the rim to the right side:

Select the double part of the rim:

Take the smudge tool and smudge from left to right to copy the shadow:

Result:


Now you have to do it with the other rim too of course
